HU-GO - The Hungarian Electronic Toll Collection System
Beginning on 1 July 2013, the electronic, distance-based toll system (DBT), with toll fees proportional to the actually travelled distance,will be introduced on the designated, altogether 6,513 km length road sections of the Hungarian public road network (motorways, highways, main routes). The new system named HU-GO will comply with the European Union requirements and the directives of the European Electronic Toll Service (EETS).
The toll payment is mandatory for cargo vehicles with a maximum authorised gross weight of over 3.5 tons.The rate of toll payment proportional to the actually travelled distance depends on the used road type (motorway, highway or main route), the category of the motor vehicle (J2, J3, J4), as well as its environmental classification.

You can continue to purchase road use authorisations for buses (B2) and vehicles belonging to Category D1 through the e-vignette system.
The Hungarian Government has designated the State Motorway Management Company (SMMC) to conduct all of the tasks related to the collection of tolls and all of the universal toll services, but the Company will play a significant role in the control support tasks as well.As the toll collector, SMMC is responsible for the levying and collection of the distance-proportionate road tolls; as toll service provider, SMMC will ensure the possibility for road users to pay the tolls, and in its function as control support provider, it will provide data about unauthorised road users to the toll control authority (the Police).
How can a toll report be filed in the new system?
There are two ways to a file a toll report in the HU-GO system:
(1) With an on-board device (via a report agent)
(2) With a pre-purchased relational ticket
It is important to note that without registration with the toll provider (SMMC), you can only purchase a road use authorisation in the second case (relational tickets). Registration is possible expectably from 20 June 2013 on the customer service portal, soon to be launched, of the system, at www.hu-go.hu, and at the designated POS’s.
1. The use of report agents
For those who frequently use the Hungarian road sections subject to toll payment, a convenient solution is offered in the report method conducted through an on-board device, typically offered by businesses providing fleet management services, so-called report agents. A prerequisite to its use is the prior registration of the user with the toll provider (SMMC) and his or her entering into a contract with a report agent.
Users can then pay for their charges through pre-payment, which means they must first put credit on their accounts opened at registration(and held at the toll provider, i.e. SMMC). The positive balance on the account provides the funds for the use of toll road sections.
2. Relational ticket
Users will have the opportunity to preplan their routeson the customer service interface of the HU-GO system available online, soon to be launched at www.hu-go.hu, or at the POS’s (customer services, retail partners) soon to be established nationwide. All you need to do to take advantage of this service is designate the points of departure and destination (and maximum four points en-route) on the map, and the basic data of your vehicle (license plate number, country code, environmental classification, number of axles, authorised gross weight, truck stop notice, vehicle height).
Relational tickets must be purchased before use of the toll road section in all cases(maximum 30 days before travel). Relational ticketspurchased in advance are valid for two calendar days, relational tickets purchased immediately before use of the toll road sections are valid until the end of the following calendar day, and are valid exclusively for one road use on the planned route.
This service is most useful for drivers who wish to use toll road sections in Hungary along preplanned routes, but not regularly. The solution works most like the method used in Germany, with one significant difference being that non-registered customers can pay the toll fee at the cashiers of the customer service or the retail partner offices, and not through the route-planning device (terminal).
Customer services and sales points
State Motorway Management Company Ltd. will welcome you in any of its 20 customer service offices for business and sales related to the HU-GO system. Additionally, SMMC will open its own three new sales points near Hegyeshalom and Rajka (payment options: HUF and EUR, bank cards, fuel cards of licensed partners).
In addition to the above, the Company is establishing a retail network of nearly 1,700 retail points, also covering the border entry points, nationwide. In addition to the sale of relational tickets, many of these sales points will also offer sales of the on-board devices of Hungarian report agents.
In addition to the above, relational tickets will also be sold through the HU-GO customer service portal, soon to be launched, at www.hu-go.hu.
Elimination of the unauthorised road use in the Hungarian DBT system will basically be conducted through fixed payment control stations (portals) and mobile payment control devices installed in vehicles (without stopping traffic). The technical infrastructure complimenting and extending the existing control system of SMMC will be capable of full operation in collecting the data in any weather and light conditions, day and night, that are necessary for the identification of vehicles subject to toll payment.
In addition to being able to recognise and record all of the important data (photos, country code, license plate number, number of axles, etc.) of vehicles entering through the cross-sections which they surveillance, the fixed, installed payment control stations will also be able to communicate with on-board devices (on-board units, OBU’s) compliant with the directives of EETS. The mobile payment control devices installed in vehicles will differ from the stationary portals to the extent that they will also be able to surveillance the travelling vehicles at any point of the toll road network, at continuously changing, random and unpredictable times and locations.
The data recorded through the above-described instruments and the vehicle categories identified through these means will enable the Company to establish unambiguously what road use obligation each specific vehicle is subject to at the given toll road section.
In the toll collection system based on the travelled distance in the Hungarian road network, 74 new stationary control cross sections and 45 new mobile control units, in addition to the existing payment control equipment,will facilitate the continuous monitoring of the toll road network extended nationwide, as well as the support offered to the enforcement tasks of the authorities. Prosecution of the unauthorised road users will be under the jurisdiction of the Police, who will receive 50 new mobile penalising units to this end. Furthermore, additional control points will be established on the exit-side of border-control stations used by the relevant vehicles. Sanctions against unauthorised road use will qualify as public administrative penalty.
In case of detected violation, the public administrative penalty may be imposed in two ways:
· on location – by stopping the road user during the control and imposing the penalty on the driver;
· without stopping the road user on-site, based on the principle of the so-called objective liability, imposed on the owner/operator registered for the vehicle.
In case of foreign nationals, the penalty imposed without stopping can be collected retrospectively; i.e. when the unauthorised road user returns to Hungary.
